Seriously, it's not that hard to pick up the phone, and it's a hell of a lot easier to do that than to delve into reverse engineering a proprietary protocol that'll change in a few weeks to break compatibility with any clients based on this reverse engineered protocol anyway.
The functionality available in XMPP is nearly identical to Skype, MSN, AIM, Yahoo, whatever that they're just not needed. And it's not like Google Talk doesn't package the whole shebang neatly in an idiotproof package.
So you say, "Look, after this date, if you still want to call me, either pick up the phone or use XMPP." Set that date two or three months down the road so people have a transition window. By the way, this works for legacy IM systems like MSN, AIM, ICQ and Yahoo Messanger as well.

I've used the NAVTEQ data extensively in the northwest, it's just plain useless, especially if you're leaving a major city, or go someplace in a major city that has been rebuilt in the last five years (thanks to Californication and a tendency for demolishing blight and disaster-damaged areas and rebuilding it from scratch, this represents a major usability issue in the Puget Sound and Portland-Vancouver areas). NAVTEQ is more likely to get you thoroughly lost in Seattle than just winging it without a map.
Those preloaded maps...is that NAVTEQ data? If so, it's going to be rubbish in the Pacific Northwest. OpenStreetMap will be substantially less useless.
Because, as we know, you can get signals from those carriers in parts of the country that actually shop at WalMart, and AT&T isn't the only carrier in most of these places or anything./sarcasm
Keep in mind that they charge these rates even in areas where AT&T Wireless is the/only/ internet provider, such as most of rural Oklahoma and Kansas, and they receive federal money under the FCC's rural broadband program to provide it. Coincidentally, everyone who had an unlimited plan in those areas where AT&T is receiving rural broadband money got booted off and weren't told about this until receiving five-figure data bills.
THey have been unable to ever get back into the game of actually designing products people want and as a result I don't think they have a very bright future.
The Droid, Droid X, RAZR and Backflip all come to mind as newsworthy phones produced by Motorola lately. Oh, and there's that one senator who stabbed a capitol policeman with her Motorola SHIV.

There's Simple Mobile as well; which has nationwide service and is pretty much everywhere AT&T is.
Any relatively complete XMPP client can do this already now. Google Talk and Psi come to mind immediately.
