One of my professors last semestor asked us a similar question: "Do you want your DNA to be stored indefinitely on a national database?" To which I said good lord no! I was then asked what I have or might have to hide in the future and I said nothing, merely my privacy and my genetic code. I wasn't saying I agreed with the Police, just saying that if you make any sort of joke/threat you will be arrested. Like if I say to my wife "Honey if you don't hurry the fuck up I'm going to kill you!" you will be arrested even if you're not being serious.
I was going to say "is that even legal?" but since it's part of their trade agreement I suppose it was to be expected, but that's still pretty low of the US to block access to the sugar market. Pro tip: sell your sugar to to Europe!

Frankly this is no different to making a threat against someone's life or any other kind of threat that would entail crime.
