I mean theres people that steal and kill all the time. It's impossible to stop stealing and killing, but if you regulate and slow it down to a reasonable level, it is managable.
They're still a 2nd/3rd world country. It's extremely hard to to keep progression going let alone enforce a lot of issues in those countries because of the resources and how poor the people are. There's still a lot of corruption happening because of that.
People have to understand that the US does not = the world. Yes censorship is bad but there's a lot of pressing issues in India they should be focusing instead of censoring people.

I thought the Unreal Engine and Crytek engines were free to use for academic use?
Anyways why not use one of those Mods that even the original half-life and starcraft have? I think it's a good introduction to game design but yet simple enough that anyone can pick up?

No it doesn't. This is a programmer's issue and doesn't affect the consumer directly at all. What consumer look at code then compile code?
Like said here before, just compile it on a 64-bit system. Why stick on 32-bit?
