This is a proven result from heroin maintenance programs. The problem comes when addicts are stigmatized, and prices are artificially inflated. Then they can't get a job, and can't afford their fix, so they turn to petty crime. Entirely due to prohibition.
Similarly, it's easy to smoke a lot of pot in college and still do well. Happens all the time. But if you get caught smoking pot in college, prepare to lose your financial aid. This is clearly worse than anything pot will do to you.
