This law, you can get pulled over if an officer sees you talking with the phone up to your ear, in other words it's a primary offense. This means if you're looking ahead, and actually can drive while talking, you'll get a big fat ticket.
The texting while driving bill makes texting while driving a SECONDARY offense. This means if you are looking down at your phone, typing out a message, NOT LOOKING AHEAD, you CANNOT get pulled over! You can only get ticketed if you've been pulled over for another offense.
So what message is Washington state trying to send here? It's NOT okay to look ahead at the road while on the phone, but it IS okay to send a text message and look at the screen instead of the road, so long as you're not swirving. Never mind the HUGE increased risk of accident.
I expect texting while driving to increase here pretty soon.

The computer blew sky high into 1000 pieces. WOOPS! I thought it would just burn out the powder!
The CPU was shattered, the ram was all cracked, and my drives were blown open with bent platters. Well an electron microscope and some JB Weld was all I needed to fix the CPU. I took the hard drive into the cleanroom in the back of my trailer and used the vice grips to bend it back. And the ram, I stuck together with some duct tape. Its amazing, I put it all back in the case, AND IT ALL WORKED! Damn they sure do make these things well these days! Well okay so I did lose a few pr0n pics that I had open before the computer blew, but I guess thats the price you pay for a simple mistake....
Look at the clock. I predict that every weekday at 7:00am-8:00am and 5:00pm-6:00pm traffic will be at its heaviest. Avoid driving at these times and you will be set. Also, I predict that road construction will cause traffic congestion as well. In the foreseeable future, I also predict unknown random traffic accidents to cause congestion. Hahaha if I got DSL like that from Qwest it would be a few hundred dollars per month. Haha Qwest suXors!!
Thats funny because in Washington state, my Cingular phone gets free roaming on AT&T's network. That was their selling point when trying to get me to sign up for a cell phone. And pretty much anytime that I'm somewhere that Cingluar doesn't cover, AT&T picks my phone right up and keeps my coverage going. Needless to say, I've got a pretty decent coverage area thanks to this.

Thats funny because in Washington state, my Cingular phone gets free roaming on AT&T's network. That was their selling point when trying to get me to sign up for a cell phone. And pretty much anytime that I'm somewhere that Cingluar doesn't cover, AT&T picks my phone right up and keeps my coverage going. Needless to say, I've got a pretty decent coverage area thanks to this.
