I'm willing to bet you will have forced upgrades in the Linux world based on new applications within the next 12 months let alone 5 years (i.e.: 5 years from release of W95 to roughly now). This cost is included in a decent ROI as either maintenance or upgrade costs.

    Correct again!

The argument is one of what are you giving up to go Linux over NT/2000?

Again, the Mexico City goverment systems are being planned for very specialized terminals connecting to databases. This is not to replace computer systems already in place, this is to replace systems where people do paperwork by hand.

New hardware is an issue. Think you can run the latest Star Office and get productivity on that P133?

Ancient MS-DOS based solutions running on 486's spitting out data on chain printers, that then is archived on paper.

As you can imagine, people dont get tickets when they dont stop at a red light, they are dragged down to the station to pay their fine on the spot (or they grease the officers hand on the spot).

Not with proper training. Newbies (like we were all at some point) sometimes have problems trying to figure out how to do something because we are used to the 'other' way to do things, but thats easily solved with a well designed training course.

Where I work, (Fortune 100 company), if your job requires you to have a Windows computer, you have to complete training on how to use the OS and all the aplications used here.

    *How to use the mouse
*Description of the directory tree system
    *What is the Internet
*How to read and write email using MsOutlook

The helpdesk here mainly works trying to solve diverse design problems with the Win2000/Exchange based networks (good thing that the mission critical systems are on UNIX) and explaining people that its 'perfectly normal' for the computer to freeze randomly when opening up a new email message.

It's not a Qt issue, but an issue of developers not having access to multihead systems. A desktop can easily be made multiscreen aware without the GUI toolkit supporting several screens per process.
We have patches for KDE 2.1 that do this in a very clean and functional way, unfortunately they didn't make it into the release. But they will be available shortly after.
Regarding sending mail to Trolltech: please don't. Qt3 will indeed support multiple screens per process on both MS-Windows and X11 (it's already available in the snapshot releases).
