You don't get it. It was not a competition ruling. It was a mere contractual settlement where Microsoft signed up to offer and comply with the terms and conditions, together with contractual damages. That was a "settlement" of a larger, a real competition case brought forward by competitors.
"Browser Choice" was Microsofts own invention and they failed to comply with their obligations. That never happened before.
There was a fixed review cycle and complaints from competitors. They turned out to be factual and true.
No one expects a company not to comply with a such a contractual settlement. It never happened before as Commissioner Almunia said.
Well, Microsoft signed a contract where they agreed to do X and if they fail to do X pay punitive damages.
They didn't comply.
They have to pay.
Pacta sunt servanda.
The horrible crime. Well, very simple.
Microsoft made a contractual deal, not a ruling as the article says, a self-selected deal where they agreed on punitive penalties if they fail to comply with their obligations. And that is exactly what they did. They cannot blame anyone else. They didn't fulfill their obligations and now suffer the consequences. The Commission reacts when competitors complain or when the time comes to review the agreement.
What is missing is more of the "just works" feature.
For me Linux on the Desktop is just fine but I can't get Flash to work properly for me. That is a killer feature for me. Without Flash no homebanking with my bank.
In other words, Linux on the Desktop would be fine with a 30 Mio $ investment for testing and paper cuts.
Wonder when Reactos will be ready for a switch from Win7. Win7 and Win8 are nice but you don't get the source code.
I have a vision of Putin in front of a Notebook programming the next operating system. I guess his programming skills are better than Steve Ballmer's.
But he won't do because that would cause the US being kicked out of the UK and the rest of Europe. Note how calm the European powers reacted to the Wikileaks revealations.
As-sange means like blood, so he must be part of a strange blood cult. Satanic or Titanic I can't tell. But I was told there is a pending rape case against him.
Sang(uine)e means blood. Guess that means is part of an order to bring down the US and cause bloodshed. Assange is currently charged for strange rape rituals he alledgedly performed in Sweden. He attempts to get refuge in South America.
I think it is riddiculous to depict Assange as an enemy of the US. Esp. as he didn't really do much except receive documents and publish them. There is no other trick.
Simple business, you could not sell to Germany in war times.
Note that it was FOX which produced the election campaign propaganda movies for Hitler. Sound pictures were innovative and highly effective in campaigning, American company FOX had the technology and sold it to Hitler. Just keep in mind that until 1929 most movies were still silent. When you search FOX and Hitler on Google you find some stupid outrage about Megan Fox comparing Steven Spielberg to a little Hitler. Simple cover-up noise for embarassing history. You also find no pre-1937 FOX TÖNENDE WOCHENSCHAU on Youtube. Shows to me that they systematically cover it up.
The Nationalist Socialist party, movement I must say, was a revolutionary nationalist movement with a mythological re-foundation of the national idea based on blood and soil, a leader cult and expansionary foreign policies. Racism of the National Socialists followed a hygienics concept. It wasn't "conservative", like the Center Party or the DVP, or even the restaurative DNVP which all stood for a pluralist civil society and traditions.
I agree with your analysis that the fragmentation of US national solidarity for health insurance etc. is founded on sublime racism. It is a quite Straussian perspective but I think it applies.
In Europe freaky aggressive policy communication is usually the business of the "progressive" left and the right fringe. Conservatives are conservative, that is they restrain themselves. They don't engage in negative campaigning. You could say, conservatism is policy making for grandpas, not disgruntled haters.
Europe is multicultural but equally struggles to create cohesion. But we see the emergence of right wing populist parties like FPÖ in Austria, PVV/Wilders in the Netherlands and others which adopt communications similar to US Republicans. They are mostly immune to scandals, poltical legacy and refuted facts, thus not conservative.
Even Obama's positions would be unacceptable to modern European conservatives because he endorses death penalty, torture and targeted killings.
FOSS - F stands for the F-word, O for Obama, SS for Schutzstaffel, not Stallman Squadron.
Not to be mistaken for Free Software, where we refer you to the expert sermon of Mr. GNU/Richard GNU/M. GNU/Stallman.
European media is driven by the idea of enlightenment. That means you can't afford to let a crazy or blatanly false claim win. You also cannot attack a medium like Mediamatters which collects batshit crazy statements just because it leans to the left. Factional discourse tops political bias. A lie or untruth does not become true because you agree with a political bias. All sides of the debate have to support their views with facts. You can't support a lie just because it serves your bias or attack a messenger ad hominem. That is against the elite rules of rational discourse and journalists view themselves as guardians of rationalised discourse.
From a European perspective Republicans are not conservative but mud-slinging extremists. Conservatives from a European perspective are nice old guys who go hunting in the woods, dress well and preserve the values of their community. Conservatives leave mud-slinging to the lefties.

Just a matter of Mr. Putin wanting to become a programmer.
Given the amount of investment REACTOS is brilliant.
What makes a conservative conservative is to leave mud-flinging to the left.
The news may be that Windows 8 is not open source this time.

OpenSuse is the classic KDE distribution, it would be a disgrace to use GNOME, feels like the invasion of Novell again.
I think KDE has the potential to overtake Windows. Just a matter of developer capacity to iron out the remaining bugs.
When in Rome do like the Romans do. When you offer your services in Brazil you have to comply with their laws. As simple as that.
FOSS-migration is in my personal interest. Tax payer money should be spent wisely.

Make the parrot say: I will migrate the Federal Government to GNU/Linux.
