The real hurdles were evolutionary events like the spark of life, sexual reproduction (leading to more mutations), and multi-celled organisms. Dinosaurs lost their place on top of the heap after 100s of millions of years of dominance and 65 million years later we have intelligent life.
Imagine if there are worlds where there are fewer extinction level events or environmental factors that favor jumping the hurdles sooner. We just don't know enough about other planets to know how long it takes for intelligence to evolve.

Your numbers are bunk. Earmarks, while annoying in practice are only a drop in the bucket compared to the overall budget. They're importance was inflated by McCain who didn't use them (though I praise him for that decision).

I have AT&T Uverse and it's a big upgrade from the crappy overpriced service I was getting from Comcast (who also have some exclusivity agreement in my city). My download rates are pretty good and the costs are relatively cheap. Comcast, like fools, keep acting like smacktards as AT&T started a media blitz with its new service. Then, when everyone on my street started switching they THEN decided to try their own media blitz. Too late, morons.
While I like it overall, the cable box's guide is slow and a bit buggy. No surprise when I looked at the system info menu and saw Windows CE 5.01. But, there have been periodic upgrades (done silently) so they're at least showing evidence that they know of the problems.
One note you should be aware of, Uverse doesn't have a separate cable box and internet modem (or phone modem for that matter). So, make sure you tell the tech that you'll (I assume) have your cable box around you computers and make sure he activates the cable outlets you intend to use.
I USED to be a Sprint customer years back here in KC. I always had dropped calls and their customer service was horrible. They were also had expensive packages. This is their headquarters and the service sucked around town. You'd think they'd have enough pride to man up on their home field. Then, when my contract was up and I switched my number, they still tried to stiff me for the $150 fee. It took a lot of my time to correct, and they still stiffed me for another month of service.
I have friends who worked for them and the stories I heard about how that company was run was enough to seal the deal for me.
Unfortunately, most people aren't like you. I have a lot of friends who brag about not having bought games or music for years. And, why would they if they're willing to battle the learning curve to pirate content?
I never understood this editorial opinion in most posts here. I'm a software engineer and I'd be out on the streets if our customers illegally downloaded our software. Sure, there are underserved markets, but most pirates are people who want to listen to music, watch movies, or play games for free. I don't see what economic model is going to squeeze profit out of that.
It isn't just some baseless case for hope, he's genuinely doing business in a much different way. I have problems with his policies in many areas, but I'm happy to have competence first and foremost back in power.
Because it's not just the President who rides in it. Aides, secret service, and the press corp that travels with the President. And, Presidential visits are a touchy thing as diplomacy goes. There's the security concerns, scheduling (time is big money and Obama is going to have his hands full for 4 years), logistics for your entourage, as well as the message you send by legitimizing some of these 3rd world leaders.
I'm more concerned with the problems with Vista beyond performance. How many people out there needed mobile device synchronization only to find Vista's Windows Mobile Device Center is even LESS stable that the much villified ActiveSync or outright just doesn't work for them? Or, how about the silent failures caused by the new permissions scheme?
Sounds to me like this is a statement more of price gouging on medical equipment more than the ingenuity of the scientists (not to belittle their effort).
