You probably would do better to ask the good folks at opencores.org. They mainly would know hardware design type tools, but I believe they also might know compilers.
I have a B.S.E.E. and a membership in the I.E.E.E. (ieee is not on my resume.) Do you need anything else? not really, although some people will go so far as saying you don't need the B.S. either.
As far as the power thing goes, it sounds like he might be best off hooking it up to a 5 volt power supply instead of trying to worry about batteries, at least until he has something actually on the bread board.
Discrete components is cool too, but tougher still. It sounds like you want to go from and, or, and mux gates then? or are you gonna be really tough and do it from the transistor level?
If you're thinking transistor level design, look into some BEAM robots (Mark Tilden is the originator). They can do some really cool stuff with just a few transistors. Solarrobotics is a good sight to check out from there.
Before you try to accomplish something too complicated, you may want to start with something easier. For example, making an ALU on a bread board is definately doable.
While this sounds cool, it would end up being a ton of work. However, you can do some searches at slashdot or google for free VHDL cores and you'll find some pretty interesting things. I'm assuming you'd like to program an FPGA instead of an ASIC and instead of using an off the shelf processor so this would be the place to start.
Probably a better option, though, will be to continue taking design courses. look into a computer architecture course. In mine, we made a non-pipelined CPU in VHDL. Also look into what you may do for your senior design course. This is where you'll get free reign over a lab and a budget from school.

You'd have to track every thing the size of this flock of birds to know where its going. You also can't stop after you verify it's speed, because you need to be able to verify it an hour or two later.
Birds also have a nasty habit of landing, so you have to be ready to track them taking off out of nowhere too.

It's still there somewhere. They like to move it around and hide it since they want you to actually pay for it. Kinda ridiculous considering that they haven't progressed with any good results past streaming audio.

The Brother's Grimm fairy tales probably wouldn't make it past the censor in their original form
This is what i was hoping for in Shrek, something that didn't do what a disneyfied fairytale does with being completely predictable and end up being stupid. The orignal childrens book Shrek did a great job of this.
the movie kept some of the same themes, but disneyfied the whole second half of the story (with the love interest) making that part just as boring as any other love story.

illinois recently changed the driving age (permit age?) to 18 years old.
personally I think this is idiotic. Now they'll be 18, go off to college and not know how to drive. They'll still want cars just as much, and get into even more accidents, since noone taught them how to do it when they were younger.
I don't understand why everyone doesn't understand one crucial detail of a Tech union: It doesn't exist yet, so it would have to be made from scratch.

I can't imagine a tech union forming that didn't let everyone get a vote/say in how it was set up. If it didn't allow that, no one would join after someone tried starting it, right?
Basically the process is similar to starting a new country/organization with only technical people in it. The rules get to be written by the technical people as they start it. they get to elect CmdrTaco president when the time comes. They get to make CowboyNeal in charge of the SlashUniondot setup.
A tech union can't happen without technical people wanting to join it. So therefore, for it to occur, it has to be set up the way you want it to be set up. You get to set the rules. You set the policies. You define everything about it!
You don't have to whine about how you don't like unions because they do blah blah blah. Make your union only do the things you want it to do!

i wouldn't be too worried about microsoft's army. they'd mess it up and get the blue screen of death before they hear the loud explosion of death.

radar jammers are currently designed to take care of doppler radar. I know because I work on the designs.

ZoneAlarm from Zonelabs is a great FREE (as in beer) firewall. Steve Gibson has some good things to say about it after thorough testing.
