I have a mid-2011 Thinkpad W520 with a 170 W powerbrick, the processor has plenty of power but yes after a few seconds it will do thermal throttling to keep the temperature of the CPU and GPU at acceptable levels.
My question is, will a modern laptop have a better efficiency before it reaches the throttling stage?
I have my debit card for well over 20 years and as long as the ATM is in the same currency (euro) there is no charge whatsoever.
I know a lot of banks do charge for using other bank's ATM's but that is only a matter of selecting the right bank.
Where I live, NW-Europe, the driving force for going cashless are people like me who prefer the convenience.
I hate having to carry British Pounds, Euro's, Swiss Francs, Danish and Norwegian Kroner.
We've very recently seen an hours-long failure in the Maestro/Mastercard system here in Europe, lucky were those that also carried cash or a Visa based card.
Years ago I ran into a similar an issue when I wanted to use my debit card to pay fuel, the filling station was prepared and had IOU's to fill out that included a copy of the driving licence and the failing card, it just worked albeit slower than usual.
Only a few days ago I wanted to use some facilities at a fuel station along a major German route and found out you need coins to get in...
Lucky for me there was a possibility to pay by card at the cash register but it was not exactly user friendly or efficient/speedy.
Also, in The Netherlands public transport has gone cashless, you want to ride a bus you need to pay by debit card.
The main reason is to halt the robberies of bus drivers.
It's not really an issue as virtually everyone has access to debit cards.
Not so easy if your company uses Outlook for calendaring.
My colleague in the UK sets up a meeting and the mail says it was set up at UTC time which sound logic.
Only after accepting it shows they actually meant UTC+1 where I am.
Yes I know, Outlook is Microsoft.
This has already been tried several times over the years and always with the same result: People discover that they don't like it being dark longer in the morning during the winter.
...which you can also compensate by changing working hours.
And several business have different opening hours during the seasons anyway (e.g.: due to reduced work force due to vacations in summer).

In the economically significant parts of the EU in winter the sun comes up after 09:00 and sets before 17:00.
Already virtually everyone goes to work or school and returns in the dark, making the sun come up after 10:00 is just not acceptable.
They should eliminate it simply based on the increase in heart attacks it causes.
Duh. DST 1 hour shift is as stressful as one hour jet lag, what most people don't even notice while traveling. The event causes about same amount stress as when you watch TV-programming one hour later Saturday evening and then need to wake up ordinary time Sunday morning. That's what the actual event causes. But some people make it in their mind worse by worrying it beforehand and apparently enjoy being drama queens whole next week.

So many EU people fly for holidays to Greece or the Canary Isles and Brits go to France or the Spanish Costa's and they wouldn't even know the difference.

You need to contact the ISP to link a particular IP at a time to a user and that doesn't work all too simple.
It is realy hard to cost such a project ahead of completion.

Providing you report the stolen card and have it blocked in a timely fashion there should not be any cost involved.
