Given the ease of codifying communication so to be undetectable by the NSA (not to mention we don't have the computing power for analysis of the mass amount of such ongoing), there is one thing that could most certainly be done, instead.
To determine what the public attitude was regarding such things as the war on Iraq and other bullshit and public reaction to the real pounding terrorizing acts by the Bush administration against and on the American public and Media (anthrax threats to whip the media into submission and "Clear Channel" network used)..
If you know what the public is really thinking and you have control over the media to influence the public, you can pretty much control the public and even gain their support for the wrongs you intend to do and this is clearly evidenced with the Exposure of much of the crap the Bush Administration was up to.
There is one flaw of this projection. It is the same problem that has inflicted mankind as long as there has been human consciousness.... the power of human denial.
It is the one thing you can bet on and always win.
... and use higher and higher levels of abstraction so to communicate and develope more and more refined technology that will someday allow us to advance beyond where we can see ourselves going today. To the point of enabling us to create a black hole for the purpose of its rebound effect of creating a galaxy so as to continue on the expansion of the universe for the insurance of the continuation of conscious life.... to repeat the process.
One of the things I have noticed about our evolution is that it seems to be related to population growth. As our population grows we face new problems that we must adapt to and this generally leads to advancements in social development. One recorded event is the story of the tower of Babylon and how the population growth and specialization grew to the point of a bicameral mind break down that lead to expansion and now so long after, we have come back together in population growth with further advancements.
Another interesting analogy or extension of this process is that of open source software where branching projects off to eventually bring the best of the branches back together.... and its all based on, in essence, Abstraction Physics of code development. Where the difference between human to human language and human to machine to human, is automation of human created abstractions...

This is an intentional metaphor.... regarding cloud computing and the recent Air France tragedy.
cloud computing has the extra baggage of leaks and lags and outages in comparison to your local system on an UPS, that you can reset and take control over to overcome problems while having a better since of securing data/passangers.
...the way aerospace (life critical and specialized or specific field oriented) software is created, it is highly bug free, quite the opposite of feature creep bloat you see everywhere else, but even at the code level there is avoidance of function calls that can introduce another level of abstraction and complexity and contribute to bugs and failure. It is in this way that using the process of elimination we can come to some conclusions about where error is or can most certainly exist, philosophy.
On a hardware level, we have redundant backups and check system....
As such there is one area that neither software nor hardware has but only as a secondary or implimentation of, position. Human error in concepts, beliefs, philosophies, abstraction definition variation, etc... That which exist before the hardware and software and often what hardware and software creation is inspired by, directed by, guide lined by, etc..
If the philosophy base is wrong then its limitations will manifest through the software and hardware created under such a philosophy and eventually show the limitations, via failure to perform.
There are plenty examples of human philosophy errors, such as how it wasn't until the early 1990's that the Catholic Church exonerated Galileo over his observation the earth revolved around the sun. The Atlanta Centennial park bombing where the 911 system failed because no-one gave the park an address..... or is the philosophy of programming a 911 system to require an address the error? Or is it a good thing that all things needing 911 are at an address?
My pet peeve of the computer industry, the button on the front of the computer marked with a 0 & 1 symbol(s), yet over engineering has resulted in the meaning of those symbols to be more than "off & on" and this went further in removing the hard on off switch so that when the software based power switch failed, you have to physically unplug the computer from the wall, or take teh battery out. The correct philosophy for such a switch would be a multi position switch, which the consumer doesn't have to know more than is obvious... And ultimately the motivating philosophy behind the software switch is that of creating an OS that needs a shutdown sequence and time for it. When you think of this "0&1" switch, what better representation of distorting the most basic and fundamental concept of computers with overcomplexifabulocation can there possible be?
Software and hardware is not where the error lies in this Air France tragedy, even if there is failure or limitations found there in hardware and software, but the failure is in not providing a manual override. And if the technology has been made to complex for manual control.... then let grandma crawl under the desk to unplug the damn computer....shut it down until the real problem is fixed.

Atlanta 911 system prevented processing a call because in the effort to do all that was needed for the 1996 Olympics, humans involved in the building of the Olympic related sites, forgot to give the Centennial Park an address and as such the 911 programmed system couldn't handle it. They finally were able to get the bomb threat communicated to officers in the field through old fashion radio, but not in time to stop a bomb and death from happening.
Airline software is produced by means quite different than other programming as it's inherently got to meet higher QC but its still all done as a product of man.

You can learn the roman numeral system inside out and be the worlds leading expert on it but you can never do with it what can be done far more easily with the Hindu-Arabic Decimal system. A common introductory algebra student can by far exceed the limitations of doing math with the abstract Roman Numeral set.
The Decimal system allowed us to use "nothing" to hold value. The Zero place holder....something so simple, yet so enabling... Who'd thought "nothing" could be so power enabling?

These constants are identified and defined and by nature are so inherent in our human functioning that we don't even think of them..... However, computers are not human and they don't, unless we program them to. And we haven't yet done so from a POV of Abstraction Physics such the understanding would be as common and applied as the Decimal system is today, instead of roman numeral based mathematics.
Genuine Software Engineering should be making the task of programming easier for all of us. But it seems stuck, to use the analogy, thinking in terms of roman numeral mathematics. Physicist identify, define and refine our understanding of the physical, but abstractions, though we are the absolute creators of these, there is still the unavoidable and unchanging physical reality action constants of abstraction creation and use. And it is this that is the solid foundation upon which to build genuine software engineering.
