I have read the article, and it'll go no where in the modern scheme of things, simply because of what I stated. You're welcome to assume and make an ass out of yourself while doing so in thinking I'm trying to sound authoritative too.
Well the article itself is wishful thinking. It won't replace JIT, and it sure won't replace rolling warehouses that deliver items exactly to where it needs to go within a few minutes of needing it. Unless fuel hits $10+gal or more, trucks will continue to be the cheapest way to get things from point a to b.
Even then, you'll be able to see the market react to whatever is cheapest. And in anycase, we already have something similar to 'aerial ropeways' they're called rail roads. And they cost 4-8x as much to ship something than by road. Even in the middle of no-where Canada, it's cheaper to drop things off by plane or truck unless the federal government is subsidizing your rail line to keep your community of 800 people going when you're 1800mi away from civilization.
Maybe there's something more to it. We already know that depending gravity isn't a constant in the universe and can be effected by outside forces. It may be that the cylinder's weight is a true constant, but do to whatever be it something is causing mass to weigh less compared to 130yrs ago or even 10yrs ago.
Personally I'd say it warrants more investigation beyond 'well lets weigh the average'.

I'll bet you live in such an area where you have effective plowing of roads that let you drive a little toyota car just fine. I drive a saturn with ~7" of ground clearance in such an area, where plowing can be 'hit or miss' at times, it doesn't work so well.
Considering sweden and norway have shut effectively down for 6-15" of snow? Yeah that's pretty mediocre. Russia and Canada are pretty close to what extreme winter weather can be.

Because we get some pretty extreme weather from one day to the next. 10" of snow? Meh go on with your day in North America(unless you're in parts of the mid-east). 10" of snow in Europe? Countries shut down. Get 5.6' of snow in 2 days in Canada? Whatever, life as normal.
Luckily the most we get in a 'dump' here is around 3' at one time. But 12-25" of snow in a single day is pretty common. Sure I'm simply talking about winter, but whatever. I'm sure you'll come up with all kinds of reasons why cars with 4-6" ground clearances will work just fine.

I've seen tires from semi's explode, and take peoples hands, fingers, and critically injure them if the rim shatters along with it. And depending on the type you're only looking at 50-250psi. Voltages we can deal with, car coils kick out 100k-500k volts or more for ignition.
Yeah I seriously don't see this ever getting off the ground unless the container is designed to 'not' ever explode but in the even of a crash will only bleed pressure at a low level.
