Let me change something here. I'm heavily involved in a few things, politics at the federal level(Canadian). Law and law enforcement related liaison work currently at the municipal and provincial levels(Ontario).
Here's what I hear from the cops on the street when they're trying to deal with issues relating to crime and social disorder. "The people don't care, all there is apathy, and the refusal to help unless it benefits them." That bothers them a lot, lot of good cops that do go out of their way to try and deal with stuff and can't get anywhere. Here's what I get from politicians: "People don't care, I hear from less than 2% of my constituents, and when they do it's because it's on an issues I can't do anything about."
The sad thing is it doesn't seem to be limited to anyone anywhere, with anything on any issue. Everyone is apathetic about everything, as long as it doesn't burst their bubble. I really do think that the vast majority of people have had it too easy, to nice, too comfy, and unless it's really threatening they don't care. This allows anyone with an agenda, even badly formed ones to sway public opinions by scaring the living piss right out of them.
If you're told by the police to do something, and you have no reasonable cause not to do so. You're obstructing in the duty and the right to properly control the scene which happened in this case.
There's always a funding issue. That same problem exists up here, but you still do another relocate because it's the right thing to do. And if you have to do it again, you will. It's not exactly the best it gets expensive but that's how it rolls up here. In Canada we have a less than 1% reoffend rate for our WPP members, usually because it's do or die for them. Returning to their old ways, is a sure fire way of attracting attention. Might be that 30m to 300m population difference.:)
I realize that in the US you might let your witnesses fend for themselves after a bit. But in Canada, we generally take care of ours out of conscience. Meaning that even if it's temporary, and they need to be relocated, yes we'll turn around and relocate them because it's the right thing to do. Because no one is going to trust the police if you let your witnesses die a year down the road because you're being sloppy and refuse to help.
WPP are operated at the provincial level here in most cases.
Just to add to this, a lot of EMS services here in North America use this because newer pagers can include the EMS TONE system for responses. Including in vibrate mode(using pulses and buzzes) if you're at a conference inside a building and you have to have the pager on, but tone off.
This is mostly true, we make people disappear all the time. As much as people think these programs are poor, and useless it's called the witness protection program. And those people who go in, go away forever. Occasionally someone does bump into someone they knew from +1000 mi away, but it doesn't happen very often. Sure the world is a small place, but it's not as small as most people don't think that you can't lose yourself forever if you really want to.
The first step is to kill all existing traces of your existence. House/car/lines of credit. Everything goes to cash. Anything you own, goes to cash. All bills are double laundered from the proceeds. You liquidate everything, anything you can't sell is destroyed. Everything you use in travel/spending expenses is paid for in cash, you keep no receipts and refuse all receipts. You never travel from the closest airports, you also bunny hop through several dozen different terminals if you're using plane travel or trains. All rentals are disposable to another drop off point.
The individuals who run the WPP's are very good at what they do for a reason.
The current drive(pcness) says that society and social upbringing are the primary drivers behind a persons actions. Whether that be personal/parental/social/lack of fuzzy animals/etc. The general non-pcness is that you're responsible for your own actions unless you're criminally insane.
Let me know when you figure out how to deal with the most unstable region of the world will you? Then you can tell me how you're going to deal with the 4th most unstable region of the world. The third most unstable has actually been quiet for last few years.

They can't choose to give you access to personal information in Canada. See the privacy commissioner for further details. Canada has some very strict laws governing personal information, the use of PI licences and following people around for investigation.

That's it. Every province is responsible, every province will cover someone from out of province and recoup the costs from their home provider. Ex. If you live in Ontario and get hurt in Quebec, Quebec will get their money from Ontario. This is the best system possible as it leaves the largest bureaucracy out of it, the provinces have the best idea of where services are needed, and the areas who need help can talk directly to the provincial government. No super massive government overhead. Just a medium sized one.
In Canada however, you can get supplemental insurance to cover other things, such as glasses, hearing aids, prescription meds, hospital stays, physio, orthopaedics through places like Green Shield, and Manulife.
Bullshit. I've got my PI license in Ontario. Why? Because it was an extra $80 on top of my $80 for my security licence and you'd be stupid not to pay for it. I don't get any special perks and I still have to follow every single law in existence in Ontario, and the rest of Canada. In fact they sent me an extra special booklet saying what I can, and can't do.
Having a PI licence does not entitle you to violate the law. You're just a normal citizen with an extra bit of paper up here, with more responsibility, being even more closely monitored.

Anyway, if you're cleaning out a PC you should be using rubbing alcohol on fan blades and so on after you wipe them down anyway. That helps reduce future buildup from everything including normal dust. That is providing you can get the fan off.
I've seen half cans of pop down the inside a computer case, to you name it. But you know what? You can't void a persons warranty on a whim. That's called fraud.
Stephenson doesn't really write contemporary sci-fi, he writes much closer based on current events with trend-setting events. I'm still working my way through the Cryptonomicon and am enjoying it quite a bit. The biggest issue with most sci-fi these days is that the majority of authors aren't trying for new ideas, what ifs, maybes, or what could happen. It's been done by their predecessors of the genre so they're building off of it. There's a pile of room in innovation, no one is sure what direction to go.
But someone will have a mindblowing(throbbing forehead vein to go with it too) thought one of these days that will reshape it all, that's usually what happens.
I can tell you as a Canadian living in Canada, that the polar bear population here is increasing. In fact it's become so much of a problem we're talking about organizing hunts in order to keep them in check with other wildlife in the next 10 years. We do like our animals here in Canada, so much so that we're pretty good at estimating herd populations and when we need to do culls.
Don't forget the 4670 series which is a step up from that, but are shipping with 1GB DDR3 and are in the $80 range with no external power needed. I just finished dumping my 8600GT for one which died a horrible pixelated death as the memory on it died and MSI has yet to get back to me on a RMA.

Sounds much closer to a obstruct police case to me. He refused to help, and hindered police. In Canada that's the equivalent to a felony.
