This is normal done with ASBOs (Anti-social behaviour orders), if you are a twat X number of times, you have an ASBO stapped on you (spray paint loads or something), then if you break the ASBO (they can be farily "open ended", such as going into the area your last victem lived, owning spray paint), you break that you get taken to court.

The contract between the BBC & the UK.gov TV licensing only lasts X number of years before it needs to be renewed. Its about to expire, thus the talk on it being changed/scraped. Currently it is not planned.

This is mostly true. However, some language put extra requirements on the Runtimes. In Java case this is a GC. The GC, while is a great extra for most developers, for speed it can be a pain in the arse, and kick in during your game loop, slowing down the game.
1.5 VM sharing is not great. Maybe one day we will get a good VM sharing.

LWJGL is more an alt to JOL/JAL or maybe a SDL wrapper.

Doxygen is not realtime.
While a realtime-doxygen would be obvous, that would not stop the US Patent Office.
