Of course the documents need to be scanned, but I am surprised the OP used the term OCR, when, they should have used ICR:

When you have hand written things the difference between an S and a 5 i sometimes contextual, but no so in part numbers that use both numbers and letters. Position sometimes helps. Also, a I might be slighly slanted one way \ or and other / - and in some cases, that is a slanted I and other times a forward or backward slash.
I work for a developer. We are a LAMP shop. I am no programmer. I help build out our KB and help customer implement our cloud based Print MIS system that we bill customer monthly. Just wanted to share that my opinion comes with absolutely no claim of expertise. I used to love the stability of XP. When Vista came out, I wanted to murder any and all involved with building and deploying that. Later, I was quite happy to live with Windows 7. Life went on, then, my laptop became old and prone to problems that any 5 year old computer might have. So, when we purchased a new laptop for me, we installed windows 10 so "someone in the company could test issues". I am VERY happy with Windows 10, miserable that Skype got all messed up since Microsoft changed things, and no matter what version of windows, still hate Microsoft Dynamics but use it every day.
So, in summary - as a work-a-day user, it is a worthwhile OS in its own right.
Of course, I spend my entire day within a Google Chrome browser, so, truth be told - I suppose my opinion is worthless as I am hardly experiencing the OS in any meaningful way.

Runs Adobe Photoshop version 6, even though folks warned me that it wouldn't
Yes, or - for example - my wife using my phone in the passenger seat ?
She does that all the time because my Note has a much larger screen than her iPhone.
.. and I use metric because, well, it is easier for me now that I used European developed prepress and printing systems. That daung Adobe PostScript with its points messed me up a little back in the 80s, but eventually I was less an idiot than I am now.
It is learn-able and logical.
I would also like to know what HIPAA attorney signed off on this document..... surely HHS had one of their 'bright' guys review the specifications. The HIPPA bits would never allow this to stand if this were a web site sign up for Health insurance or a hospital.
Next up - the horror story - wait for it...: In general the government doesn't have to follow its own regulations -- not because the law isn't clear or not applicable...
but that they’ll never be called to task or be audited.
Just wanted to add that I attended a bachelor party where two people bumped each other while doing flaming shots and got burned pretty bad. Booze is pretty flammable.

I have an old scanner. My wife often has things to scan an email. That is what she has always used - She launches paint, and scans and saves.
