they do, it's called government subsidies and farm aid. we're so good at producing food that people can't make money at it anymore, so now we have to pay people to NOT make food. if everybody in the first world wanted to feed everybody in the third world, they could. but they don't want to.
besides, suffering of people makes a great way to not only oppress and exploit them, but also sucker those who want to help the sufferers into giving you money.

IMO the problem is not a shortage of tech workers, but rather a shortage of managers. we're getting these incompetent schmoozers who've schlepped their way into a position titled 'manager' (because people who manage things are OBVIOUSLY important, right?) so they can make big $ and don't know a thing about what they're ACTUALLY doing there.

it's still extremely irritating that IM progs try to shove every feature in the world down your throat (who needs to find IM ppl via a web page, have web storage from the IM client, IM email, etc?) and have them all default=active, especially when it doesn't have the common courtesy to SAVE your existing settings when upgrading (thus forcing you to go back through every single preference menu and reset them).

iirc it has two vsa-100 chips on it, each with their own 32mb memory banks.
(i've been debating a better video card than a voodoo3 3000 16mb agp for playing counterstrike, and have been checking out the voodoo5 vs the geforce 2 cards. i may have mixed up the details though, so correct me if i'm wrong.)
