You don't even need to change souce code in Freeciv to do mods. All the rulesets are in plain text.
Although, it would be great to get in there and change the source as well, I would like to see support for different topologies and seperate tech trees. But then I am just selfish and want to get my Middle Earth Modpack done.
Actually, Freeciv has been around for almost 10 years.

Whats with the disclaimer?
1. One of the big complaints against freeciv is the graphics, all the window shopping people want isometric graphics.
2. I think its pretty resonable to assume that most people (other than the developers) don't know how to change to a different tileset.
3. This is left as an exercise for the reader.
