It seems like you don't understand the issue at hand. Net neutrality is not about differences in connection speed, but about artificial differences between services, based on the amount of money paid to the owner of the tubes the data passes.
If you had to pick one single aspect that separates a "smart phone" from a "phone", the best indicator would probably be the ability to run arbitary software. Your RAZR can run arbitrary java programs, by no way you would get away with calling it a "smart phone".

First of all you can change the default browser in the System Preferences. The list of open Applications is in the Dock, marked by the little triangles. An then, why would you install thousand fonts? Of course, if you want that you should be able to do it, but just imagine the loooooooooooong list in the font selector. Using Linux or Windows is no different in this respect.
I'm not even sure anymore that you have ever used Mac OS X.

I have a mini in my basement, and it works fine over VNC with nothing plugged into its video port.
But since you live in the basement (being your mom's basement) you could just as well plug the monitor directly into the Mac mini.
