The issue is illegal immigrants crowding the city schools. A single bad student or one with limited english can drop the whole class average by a large margin.
In california where I work for a school district I am seeing this problem. Thanks to No child left behind we are seeing funding cuts as well and 1 out of 4 students are illegal or there parents are illegal in my district and no its not inner city either.
In rural areas they do not suffer from this problem so a single student who scores only 15% at grade level can not bring down the whole average.
But your assessment is correct. School administrators receive free BMW's and Mercedes and they just cut 300 teachers from their payroll at the same time. Also one administrator has ties to board of directors at Gateway computers so we keep upgrading on computers we dont need and she gets a payback from it too.

You would in affect be recreating C++ or java as you need templates and classes that can create new instances of themselves.
At that point it would make sense to use an object oriented language from the start with proper API's.

Windows had to support that backward compatibility. One good thing with Windows 7 is that every app will run in a vm to prevent this backsupport hell.

First go to your bit torrent settings and setup maximum download speed to 350k a second. Second the default bittorent incoming connections is set to 200. Move it down to 85 connections.
This is with a 640k dsl connection at home and makes a HUGE difference.
Occasionally I move up the download speed to 450k a second if no one is playing wow or doing anything intensive online.
However if your isp is evil and is throttling down your whole connection then it wont make a different what your connection speed is. Even if your connection is only 5k a second your whole connection will be modded down to a 56k modem speed. THen your pretty much fucked.
If that doesn't work you can try the harder more exotic methods described in the other comments.

You hit negative return quickly after 45 hours a week. Typically at 60 every hour you work costs you two hours to fix.
People get Utress which is a high from overwork that athletes get as well. It makes you feel important and necessary but it hurts productivity.
If I ever have a say in my teams or company in the future I would institute a policy limiting the hours of work. Its bad for employees marriages, morale, and productivity.

My wife is a teacher and all the studies show happiness and love is what children model early on. In the long run a degree from Yale is nice but it wont bring true happiness nor appreciation if they never have good role modeling. Love and time will make them happier when they are dults and build a stronger bond with yourself as a parent.

However within 5 years I could be making 100k a year for their college... or I could make 25k a year and work 70 hours a week with 2 jobs? I think I will take the later.
In 25 years I can retire in luxury and not have my kids go through the pain of blue collar work because they could not afford to go to college.

Vista is a radically new platform that is not NT based anymore with a large portion of it residing in userland. Future releases of windows will depend on it.

Actually it is useful if you use the new search features and have sp1 with the latest drivers and bios updates. My toshiba laptop was terrible with Vista installed until very recently when my SD sata drive became supported. It was running off PIO mode and taking 2 - 3 minutes to boot.
It was immature and maybe rc status but at least its getting stable now.
But seriously windows 3.11 was very bad and was a joke. I am still mad at it over a decade later and I remember booting into DOS every moment I could to escape the monstrosity.
WindowsME and Windows95 were truly awful and unpredictable. I would take Vista over these 2 operating systems anyday. It just works and I do like the search capabilities where I do not ever have to use the mouse to navigate menus in programs.

If I quote anything in the apa format with more than 40 words I need to pad or indent the whole citation 5 spaces.
I can only do this in openoffice 1 line at a time. For example if the end of the quote is in the middle of a line and I finish the sentence, openoffice will just move the whole line over.
Also if I cut and paste with italic a bug will prevent me to put the rest of the text non italicized. This and many other reasons is why I need MS Office. Openoffice will not check for passive phrases in sentences either which is unacceptable in a college level apa paper.
If you ever send a resume you also better make sure all the strange formatting kinks work in the real version of MS Office that also appear on OpenOffice.

There are huge language changes with support for things like generics and autoboxing.
Many java developers already use this in their code and it wont compile with earlier versions such as java 1.4.
Swing is much better and multithreaded by default in java6.
I believe the latest release of netbeans in beta will not compile without java6.

I tried the previous version of ubuntu and it lacked support for the chipsets wifi and ati x1200 graphics.
