This is old news and has been known by Neuroscience for a long time now...neurons move closer to other neurons based on how often certain movements and memories / thoughts are used so of course the makeup of your brain is going to be dependent on what you know and do on a consistent basis. Being a group comprised of Mexican Special Forces, politicians, judges, police, etc. with untold millions at their disposal, with no fear of leaving mass graves of hundreds of people (decapitated, tortured, etc), it seems that compromising a few ISP's or killing any outlet of information would not be difficult if they chose to focus on it. It's difficult for me to accept that a few Arabs in the middle eastern desert who like to blow themselves up in cafe's in their own country for a religious cause are more of a national security risk to America, than a Mexican drug cartel right next door, that is fucking beheading people and leaving them in the public view / destroying entire towns in gunfights and all-out wars
There has been two truly serious (someone gets hurt) accidents in the 60-year history of nuclear power: Chernobyl and Fukushima. Chernobyl killed 31 people; Fukushima has yet to kill anyone. Both were caused by a combination of corruption and exceptional circumstances. Contrast this with the 100,000 people who die yearly as a result of coal power working exactly as it's designed to: nuclear power wins hands down on pretty much every metric, even if we count the evacuees of Chernobyl and Fukushima as casualties.
While I understand your point here...the potential damage, and type of damage ('genetic' damage being my focus in the case of nuclear power, which affects future generations of all species involved for a VERY long time) that can take place from nuclear power accidents / fuck ups is far more severe than that which is caused by conventional energy production accidents. We can't just 'ignore' this and say 'build more nuclear power plants because statistically they've done less damage so far'.

I am of the understanding that arrest record information within a state, is only to be made available to those within the state. Currently I'm in an entirely different country and I can view arrest information for individuals in the Florida area...isn't this illegal?
