The government seldom picks the lowest bidder or the best technology proposal (Can't do a google search, spell-check) . In the case of telecommunications/IT (FBI, CIA, DoD... how many ISE failures and redo-solutions) the CIO/G6 is typically a business management position, not a technology (science, engineering...) management position. CIO/G6 certification in .gov or .mil domain does not require experience or an understanding of binary, protocols, benchmarks, classmarks....

"Open" is a specific quality-trademark, which I look to be associated with GNU, BSD, MIT... Public Copyrights Licensing not "Hook-ware" scams. "Open" is, for many folks globally, a marketing trademark for personal/cultural creativity and synergy, and apt and agile commerce/innovation. Corporatist are using "Open" to damage "Open" businesses/foundations market competition/share, and harm "Open" competitors' valuable reputations.

If you have a convergence project, bringing many OSS products and code-complexity together, then the "Open Source" developers are the very best source to have available... as you go from scratch to web-services....
I mean OSS (Free!) code is great; However, avoidable project/product failure or problematic costly lifecycle is not acceptable, because the best support is available, but first you pay for support services.
Some projects can cost $17M with short lifecycle proprietary applications, and one-of-a-kind data/content format-hooks. Maybe trying to do the same with OSS support services for $7M will achieve long lifecyle ROI/value and assure ownership of your data/content. Two ways to go and either can be a big waste of money, both can be a success, but (I think) only OSS will deliver affordable lifecycle ROI and let me retain usable no/low format-conversion-cost data/content.
Businesses collect and pay all taxes on (products, services....) sales in the USA (no possible deductions, not even charity/nonprofit). Tax evasion, then send the CEO/CFO to jail, after a few years maybe.... Best of all private citizens no longer file annual federal taxes, and the IRS has an easier time collecting from the companies.
