    I wish journalist, clergy, and politicians could be held to a higher standard, but as broadcast/print news, US, EU, RU, CN politicians, and all religions globally prove there is no higher calling than bullsh_t power.

    IOW: Holding Citizens/bloggers to any standard for speech/information would be wrong and draconian. Holding journalist, scientist, businesses, clergy, politicians and their institutions/businesses to any standard of facts, truth, ethics would help US, EU, and Humanity.

    POTS - Analog is a limitation, but reliable voice+ service during disasters is a national interest necessity (IMO). Analog should be replaced by digital exchanges that complete local calls even if national/global network connections are down (include NYC, Boston, LA, NOLA all communities.

    The IP phones can deliver the same promise, but not for free or easy profit to US. Cell towers are vulnerable to physical disasters/attack; Hence, FEMA, DoD, TelCo need to collectively address community treat and public collaboration. Technologies like telecommunications HAPs (check Goggle’s planning) can be moved to diminished coverage areas, Military strategic/tactical cell-towers that can deployed to locations during community exigencies . This is a disaster relief and national defense requirement just like the Interstate highway system. Yes, emergency RF systems are great for 1st responders, but community and personal functions (medical, fire, food, construction ) and calm coordinated communications and efforts are essential to all US responses (not just political and emergency).

    In a disaster that isolates the community from outside or partition in helping sustain their community and country requires connectivity. Analog/Digital is just a red-herring distracting US from our national interest to maintain communities and lives. So, the question is what are FEMA, DoD, TelCo doing to assure telephone+ services?

    IMPO asking, how many IP and cell phones would continue to function, is dreadfully dangerous and denies the essential requirement to make them all function when and where needed for all US.

Well it was the NYTimes, maybe he just meant US, but that would make Bennett wrong, unless he was talking about the BigBiz, Financial sector or PRISM, Echelon .... Well okay USA homes and small business do maybe, probably, indirectly ... pay for the broadband backbone networks/infrastructure that provides BigBiz-entitlements of far better QoS.     I do not program. I have never programed anything after a cobol class and some assembler, I am +60yo.

    Confusing academic reality, application actuality, iterative and flexible project development, and users' (worker / manager) observations is RFD.

    Disorganized, failure ... never-ending proves the venture architect a/o project developer was a failure, that is all.

    Agile as a project development tool (software, hardware, services ...), from my observations, is highly structured and demanding on discovering what makes the very best application for a specific community of users (workers / management). C*Os / managers need to be included for top-down OrgOps explicit (legal, core / product processes) reality-plan, and the worker-bees / pack-mules are needed for the bottom-up build workflow functional actuality.

    Only two projects did I observe Agile being used in the interest of the entire community (Users/customers, programmers, OrgOps managers ...). I was impressed at delivery and production by the full community expectations. Agile is not the problem, but poor performance by OrgOps persons with career agends can / do make anything fail. C*Os / managers, programmers, and users must be a community with a common purpose and respect.

    C*Os / managers (or others) mid-stream changing requirements must be tracked just like software-bugs with an impact statement on schedule, cost, functionality ... that must be signed before proceeding. I suspect, all communities' legal offices will be very happy.

    So, stop the whining and do a better job at making a complex community work together. Agile is about meeting users' expectations and sometimes exceeding all expectations.
