The NFC credit cards in the US do nothing more than the magnetic strip can do, as far as I understand (I have a couple, that I microwaved as soon as I received them). There is not advantage to it, than say swiping your card.

How do plan to power the NFC chips? Batteries? Or are you expecting cell phones to become the new credit cards? I would rather steal power from the chip reader, in which case it is easier to use an EU chip card. A few feet difference doesnt make much of a difference to me.

Running an open wifi point in itself is not illegal (the claim in your original post), neither is accessing one. The simple solution is to clearly name you wifi access point to announce that the owner permits other users to access their wifi, and simple terms of service page, before the clients access the general internet.

You could side load apps (just copy them to the system apps folder), if you have the apk and you are rooted (I dont know of a reliable site, where you can get the apk file from though)
