I'm not sure. The Federation was still pretty rosy even though there was the beginnings of trouble in Paradise that had started in TNG which Roddenberry still had some control over (and if not, then certainly Majel did). It was always thus: there is always something that tries to ruin utopia. With TOS it was the Klingons (and to a lesser extent Romulans). TNG had Romulans and Borg. DS9 had Romulans, Borg and The Dominion (oh, my!). Voyager had Borg, Kazon and a distinct lack of direction.

The point being that in order to have a comfortable society it needs to be protected. Some quote about freedom and eternal vigilance springs to mind.

Aside: Swiping "Romulans" gave me "Etonians". Is my phone trying to tell me something?

The closest I can think of are security D-notices but they are to prevent dissemination of sensitive information by media such as newspapers. They can still say they received one, however.

Alternatively, there are the discredited and soon to be abolished "super" injunctions, but for real secrecy there are Family Court cases.

You got lucky. For a lot of kids, Shakespeare is impenetrable, boring and anachronistic. Plus they have to write tedious essay after tedious essay that basically puts them off for life. However, this is entirely the fault of crap teachers and curricula. Note how many kids "don't like Shakespeare" but like films based on the plays such as West Side Story, The Lion King, Forbidden Planet and Ten Things I Hate About You.

HMS Sheffield was sunk by an Exocet from a Dassault Mirage two days later, most likely as revenge. Critics are of the opinion that if UK hadn't been the first to sink an enemy vessel then none would have been lost on either side.

Yeah, but the Belgrano was running because word leaked out that she was a primary target and when she was engaged she was at full speed towards home. Conqueror had destroy orders even though Belgrano had left the field. Some say she was in Argentine waters when she was sunk, but this has not been verified either way.

Maggie got very snotty that some upstart of a BBC journalist would have the impertinence to question her about this, and although she rode the jingoistic fever to win the next election the writing was on the wall.
