Staph infections aren't a great deal more deadly than they have been in the past, they are less treatable with antibiotics than they were when we first started using antibiotics.
A homeowner gets a whole bunch of 'convenience' value out of such a device, but if it becomes economic for homeowners to do such a thing at retail electric prices, I would think that electric companies would do it at wholesale prices (Consumers and Detroit Edison in Michigan run one of the largest batteries in the world, the Ludington Pumped Storage plant).
Successful coordination would mean always waiting for the last third party release, so the policy of not worrying about what third party folks are up to isn't really that bad.
They are also attaching a big radiator to people's foreheads.
And the actual paper doesn't really talk about a cooling effect, it simply states that the contact with the device becomes uncomfortable in ambient temperatures much below 22 Celsius.
My local broadcast stations have had a couple of hour plus outages since the DTV transition, so perhaps 'new' has something to do with it (some of them were because they were unhappy with coverage and they upgraded power and changed locations).

If you are going to complain about the space shuttle, blame the whole U.S. government.

They can use that how they want without trampling the wishes of the authors.
You don't need to install the environment to utilize the runtime (so the application can just ship the dll).
