I really don't know. Probably at least $50 by the time you wrap it in enough hardware to make it useful.
Anyway, high end clusters are probably the only 'server' applications that are used because of a lack of local performance at this point, so things are moving to servers so that someone else can manage them, and so that they can be accessed from any trusted hardware (think webmail...for about 99% of people, it is way better than a local client).
France might take a high level U.S. government warrant seriously enough to at least go pester the guy, and maybe take away his internets. That still leaves hostile governments, but the warrant could be written in conjunction with a grant of immunity, making more attractive to act within a home country.
Just require a warrant from some level of federal judge.
Things might not work great at first, but the whole warrant system works pretty well, and it would provide a framework for preventing abuse and overuse.
There might not be any (depending on your workflow; the ability to create isolated experimental branches might cause you to change your workflow though). Of course, with a DVCS, you can choose your workflow, with a CVCS, you are stuck being a client.
Just have a repository somewhere accessible (perhaps on a 'server') and push to it.
The advantage of a DVCS is not in the location where the data is stored, but that all operations can be done offline (as long as the repositories to be worked with are available).

The self-incrimination stuff mostly means that you can't be compelled, you are still free to do it if you want to (or else nobody would ever be convicted based on a confession...), so it doesn't really protect you from choices that you have already made.

The GPL doesn't give the copyright holder any advantages over normal copyright. Not a single one. If you steal my copyrighted code, I can sue your ass for a copyright violation. If you misuse my GPL code (note that by using the GPL, I may be required to provide you a copy of the code), I sue your ass for a copyright violation...
Locations and power levels are going to change on Feb 19. Wait until then to think about deploying a new antenna (in my broadcast area, the switch is looking to improve the situation, as multiple channels will be coming from closer transmitters, rather than a single analog signal).

There isn't any "moving back". As local power and network costs change, the tasks that it makes sense to do over a network change.
