Used to be up to 3mbit/s down, always 400kbit/s up, fairly steady connection. Last few days, after they switched something in the network, it rarely reaches 1.5Mbit/s down (upload is still ok, though). Worst of all, I see a lot of packets dropped now. I am using both SSH and IPSEC to connect to my office, and both became terrible.
Traceroute shows that they have switched some parts of the network to 66.xxx.xxx.xxx IP addresses, but some hops are still going through 24.xxx.xxx.xxx.

Max operating frequency is directly linked to the max temperature. If you specify die temperature at 70C instead of 125C(pretty much standard value), suddenly your chip can run 10-15% faster!
I can't imagine marketing guys missing such opportunity. In my company designers are still holding out, but we are small. For Intel/AMD the differerence in revenue because of the 10% speed difference is billions.

It is indeed wasteful, noisy and otherwise stupid to rotate the CD at 52x when listening to MP3's, which requires 0.1x speed.
The Windows utility that can control the speed of most (but not all) CD drives is called DriveSpeed. It is now a part of the Nero toolkit.
On Linux, I use a small program called cdspeed (search for it on Freshmeat).
Some of the girls you mentioned are yours for money.
Some agree to sleep with you for free.
