Ok had to click through to the actual NYT article, it is split between a number of pacs and the campaign. So I guess I am to believe Trump won't be beholden to his few high ticket donors?

As a platform anyone can write software for Windows regardless the flavor. The FCC regulates communication in America, not just common carriers. The FTC would deal with issues of anti-trust and consumer protection. They are always under the FTC if they do business, but it seems the FTC was trying to do the FCC's job in this situation.
Why is the FTC trying to regulate a communications company, Isn't that the FCC's job? I mean unless this is an anti-trust issue it really seems like it would fall outside of the FTC's authority.

Why would you need to police, the police don't bring charges, you only need the DA in each state affected to bring charges. And a single charge can encompass many counts of fraud.
