I did, it is not about computer repair, it is about those offering private security services like alarm systems, security guards, and private investigation (including computer forensics). These have been regulated in Texas since at least 1980 when I worked as a security guard in Dallas. This is the problem with news by blogging - no fact checking necessary.
cutting the major Division I sports programs, see if only you had done something useful with your life like play football you wouldn't have these problems.
I don't know about the UK but if such a system were to result in speed compliance in a place like Texas, then many little (and not so little) towns would no longer be able to generate vast amounts of revenue from travelers who are just passing through and pay the fines just to be done with it. In my own case I'd really have liked to had this system then I could have successfully fought the false speed allegation (92 mph in a 70 mph zone with a $291 fine) that a state trooper leveled against me. In the end paying the locals off was easiest. It would be funny for the turkeys to have to tax themselves for a change.
I had to fast forward through the entire damn thing just to get to the one good part where they were about to get offed at the end. Everyone involved with that movie should be put in the witch's oven.
I live on the gulf coast of Texas and it does occasionally have extremely heavy rains of 2-4 inches per hour about 5 to 10 times a year. We do get sat backouts but only during the heaviest of downpours in which you can't hear over the rain anyway with a normal TV speaker. The blackouts usually last from 10-60 minutes, it isn't too bad considering cable, if we could get it, would cost us 3 times as much for the same channels.
I am a professor and anytime I can avoid using a textbook, I choose to do so because of the outrageous prices the publishers charge. In fact the book sales people don't even come by my office anymore because I have the reputation for berating the costs of textbooks and the games publishers play to keep used books out of circulation. I am trying to encourage my colleagues to do everyhting we can to stop this ripoff including on-line publishing of texts and refusing to use textbooks entirely.

governments can control spam then I'll consider their request to kill the 1st Amendment of the US Constitution but not before.
