I've had it for almost 2 years, on the 8 movies per month plan (bunch of us chipping in for it) and have gotten over 200 movies from them, never had any problems.
My laptop has an ATI Rage w/ 8 mb (Celeron 600) and I can play, just at a low detail level. If you're expecting to be above 40 fps all the time you'll probably need a 1Ghz machine and at least a GF2 w/ 64 MB, probably at least a GTS.
Hmmm.. considering a GeForce2 GTS/32mb is about 1/4th the speed of a GeForce3 (I get 200+ fps on UT easily.) Tribes 2 is playable on my K6-400 w/ TNT2 if you turn down the detail settings about half way. You're just expecting too much out of an Athlon 650 when for less than $100 you can more than double your speed.

IIS is not free, with NT4 at any rate - it comes with the NT 4 Option Pack, which costs $$$.
