What if Microsoft's programs simply watermark the images with the required attribution? That would require yet more metadata, but IMHO all of this should already exists.
Bing's copyright filter based on the Creative Commons licensing system will let users get royalty-free images which they can use, share, or modify for either personal or commercial use.
How does that filter works? Do images have internal metadata about licensing? Or is "copyright filter" just another way of saying that searches will only occur on websites hosting Creative Commons photos and images?
The Firefox team copied Google for the versioning of their browser. The next logical step will be to copy Microsoft and skip a number. Doing both at once (insane version increases and skipping a number altogether) means the next version of Firefox will be 46. Problem solved!

The case of a movie isn't part of the media, it can be viewed as packaging. Packs of cards do not having any license fee.
Media companies and resellers wouldn't have anything special to do this. You bring a broken/defective disc and pay for the media only. There's no customers to keep track of, no special inventory to keep.
