The city either knew or should have know they should prepare the plows and salt trucks and start pretreating the roads. They then could have eased much of the burden by canceling school and having government workers stay home.
If you read the comment I was replying to he spoke about the texter being rude and in previous comments he has implied that the texter deserved it. It sounds like a defense to me.

Being hit with popcorn is not a valid defense for shooting someone. In fact unless the person has a weapon or is currently physically beating you I don't believe there is any excuse for shooting someone in a theater.
