A disease that kills while relatively young, even if caused through the patients behavior could potentially be cheaper than someone living a long 'healthy' life, before succumbing to a age related illness. I don't have the numbers or experience first hand, but intuitively it makes sense.
Diabetics (and smokers) also have shorter lifespans. So sure, the 10 or so years of ill health at the end of their lives do cost some money, but nothing compared to the 30+ years of declining health and constant illness that the elderly face.

If there has ever been a field that is democratic it's technology. Up until (and it's probably still the case) all you need is a computer (price is constantly decreasing), internet access (still decreasing in price), and possibly a book or two(still cheap), and some ambition (free).
There are no guilds, no real degree requirements, and certification is optional at best. The only limit is a desire to learn. Instead of wondering why these companies aren't hiring more of $race or $gender, how about asking why these people are not interested in picking up skills that are by and large, available via autodidaction.
I think it's rather novel that Google is figuring out how to *sell* tracking bracelets.
Previously the government, and of all its marketing prowess -- had to actually convict people of a crime in order to drive sales, let alone get people to wear them after the 'newness' factor wore off.

Besides, look at the Apple user base, they are probably a much more sought after demographic in terms of peer influence and disposable income. Think Costco vs Sam's Club.
Trusting any company to not retroactively change their labyrinthine TOS and abide by any kind of personal privacy standards is silly.
