What we are really looking at is history, the more that is left behind the better the chances that people will not forget the mistakes we made.

Look at it from my perspective. I'm an investor, I have my charts of a stock that go back to 1981. I know by reading my chart every stall and every run up that a stock did. I plot my chart at the days value ( not adjusted for dividends ). Do you know how many times a stock stalls at certain numbers. I sure do and so does the guy who a bought the stock 15 years ago, and he's ready to unload it.

Classic example of the above is RCA (the top internet type company of the radio age) . It's high was around the mid 1930's and did not trade that high again until the late 60' early 70's. The stock had to fight all the way up and when it hit it's old lifetime high it had a lot of sellers. and the stock went down after that again.

Hostile nation tries to make a landing on a military base would be escorted all the way down and might be signaled to dump his/her aircraft without getting close to the base. Non-hostile action would be just escorts.

In reference to what the rights are of the vessel in the airbase. It's a Milatary Base, not accessible to public/commerical vessels, so the rules that work are military.

My understanding is that a war vessel can dock in an emergency as long as the port is commercial. Also maritime industry has a long history about safe harbor so sometime it's considered tradition, BUT safe harbor does not have to be applied. Russian War Vessel come into NY and VA. all the time but first utilize the public docks (or wait for clearance) and if the vessel is cleared then it can utilize the military docks.

Short ton / long ton /metric ton
    2000 lbs / 2200 lbs /2204.6 lbs

just those 3 different measures could cost you thosands of dollars in problems.
We had to buy "Bunker" for vessels all around the world. Bunker prices are quoted per ton. Now normaly it's metric but sometimes they would offer in long or short ton. You can now see my problem when we were buying 10,000 tons weekly.

Another one was vessel tonnage. Due to the way a vessel is registered, there is a good chance you'll have anywhere from 2 tonages to 4 tonages ( pannama, suez, british and international ) also gross and net tonnage. It's just a way that they will claim a tax on your vessel depending on where your going. So confirmation was very important due to the taxes one would pay durring a voyage.

my idea is based of the following
    1) short term storage is not required to be "wormed"
    2) long term storage has to be "wormed"
    3) there is flexability

I would look at the solution as this

    1) hard drive servers gathering the daily/weekly/whatever rate data ( hot swap boxes to prevent down time )

1a) link all this to a tape backup server

    2) tape drive system copies the data in a specific order that you have determined

2a) tape system lets you store huge amount of data cheaply. That might give you the edge when you need to store big amounts of information.

    3) taped data transfered to optical system that is jukebox.

    4) optical system stores data for warehousing

I'm thinking of the VDF16000 that has something around the area of 10-16 gigs of storage per 12" disk. and they have a jukebox system up to 1 tera + now this is going back about 3 years ago so there has to be something better. try looking at sony or philips I recall that they had something like this also.

But I can commit maybe 3% of the cycles per second durring that job. of course that would delay my work. Hell, I would put up all 42 of them, if I knew that I could render on the distributed network. fair exchange of services.

In reference to closed or open source. I would think that most of the /. users understand that on scientific projects data is analyzed using the scientific method, where certain outputs will be known and precise measurements are a must. Open source development can not be used in those moments. On the otherhand, O.S. programers can be utilized to refine the code after the first program is completed. This would lead to optimization of the code and of the CPU cycles.
