IS/IT is only a tool for business. The sole purpose of IT/IS is to support business needs. IT/IS was not created just so geeks could play with toys and buy all the expensive things they want. If you want to prove that there is a need for widespread change, then you need to prove to them that the IS systems will improve the bottom line. It isn't about whiz-bang features or gee that's a fast computer!
Find where they lose money and where you can improve processes to cut overhead. You have to prove the ROI. When you begin to prove you are saving them money, making them more efficient and give them a competitive advantage then you will see your salary begin to increase as well as your department. Don't expect to get everything at once.

Victimless crime... data was stolen (people's private information). In my scenario the money was returned nobody was harmed, it was also victimless. "Victimless crime" is just a term people use to support their criminal activities and rationalize why they are ok. ie. prostitution, illegal drug use, gambling (where illegal). Just because it is a "victimless crime" as you say... doesn't make it justifiable, it is still a crime, the law was broken.

I spend time in the back of a squad car for stating there were security problems at my school (back in 93, I was a Jr.) The Principal did not believe me, and I was asked by the "computer teacher" to demonstrate, which I did. Upon completing the demo, a change of my grade (downward, ironicaly) I was detained in the office pending arrival of the authorities.

The light indicator which said it had opened was set to turn on then off, after it had opened... not remain on the whole time it was open. They didn't know it was designed to do this.
