    No, computers are something that *can* communication and learning that otherwise might not have happened at all, and that *can* provide shallow and inefficient communication and distraction instead of learning. The difference is that it requires slightly more effort for parents and teachers to distinguish the two than it used to with earlier technologies .

    The strategy is successful, it's just that some people are confusing the actual strategy with the fictional strategy.

    The goals of the actual strategy are to
    (1) Funnel money to defence contractors
    (2) Give politicians the appearance of doing something
    (3) Convince the US public that their country is number one in something high-tech and glamorous sounding
    and
    (4) achieve goals (1), (2), and (3) without significantly reducing the effectiveness of al Qaeda, thereby ensuring the perpetuation of the strategy.

    The Zombie apocalypse, although implausible, is so viscerally terrifying because it is only an exaggeration of realistic threats. A super-virulent form of rabies is theoretically possible.

    I suspect the sensationalism is probably getting in the way of the exercise being a truly productive use of time and resources, but if they're ready for a Zombie apocalypse, it stands to reason that they're ready for more realistic variations on the theme.
