You want a WRT54G, which can be had dirt cheap, and be flashed to many specialized Linux distributions, some of which have LEAF. One example is http://openwrt.org/.
Anybody still running an old standalone computer as a Linux software firewall probably pays enough in electricity to buy a new WRT54G or similar router every few months.

However, there was a time a week or two ago when I loaded up the Slashdot homepage and realized that the newest stories were almost two days old. I thought maybe my browser wasn't refreshing, so after hitting F5 a few times and clearing my cache with no effect, I thought someone must have died or something. It took me another minute or two to remember I had muted Zonk and kdawson. After I went and rechecked the boxes again, I reloaded the page to discover that they were the only two to have posted stories in that whole time.
So, yeah, uncheck Zonk and you miss half of Slashdot. Uncheck kdawson and you miss the other half. So, you've got to choose between having the sensationalistic retard dupes and asshattery of Zonk and kdawson, or having no Slashdot at all. There is a third option, of course. Dump Zonk and kdawson, and let the few remaining intelligent editors make up the difference.
An apartment complex may not be able to ban you from having a satellite dish, but they sure as heck can prevent you from bolting it down anywhere on their property. You have a legal right to have it and use it, but you have no legal right to drill holes in other people's property. So, in an apartment, you'd pretty much be limited to hanging it out your window, or sticking it in a non-permanent mount on your porch or balcony if you have one. Then, to get the wiring back inside, you're stuck going through a window or door in some other non-permanent fashion. That's what the GP was referring to; not that people are being prevented by regulations, but that the unfeasibility of satellite in an apartment complex is what makes cable the default option for the vast majority of apartment dwellers.

And I couldn't tell from your comment if you thought the battery would make the hard drive hot or the other way around. Either way, neither of those components produce nearly as much heat as the CPU, which, again, is pretty much next to everything in there.
