The is an official way to translate Mandarin (or "Putonghua") to roman characters. However, there are four accents required to represent the four basic tones. This written system is called Pinyin.
The four tones are descending, rising, high and falling-and-rising. A different tone can completely change the meaning of a word.
(For comparison, Cantonese has nine distinct tones.)

Many Chinese will speak their own local dialect, as well as Mandarin. Near Hong Kong, for example, people will have a local dialect, Cantonese (the language of Canton Province) and Mandarin. As many of them will never have had any contact with Foreigners, English is kinda rare, but it taught in some schools.

You need to set the system variables ftp_proxy and http_proxy before using wget through a proxy.
I use (in NT):
set http_proxy=a.b.c.d:80
wget http://foo.bar.baz/wibble.nerf
I don't think they could do this. The DOS layer only provides file access and some limited hardware access. You can't even address all of the memory. All of the networking, most of the device access for ports, sounds, etc is handled by the Win32 layer in the GUI. Under Linux, all of this is handled by the kernel *at the DOS-equivalent layer*.
To rewrite Windows so that all of the device drivers, the networking and the hardware access must now happen right down at the kernel level would be a complete paradigm change and IMHO a waste of time.
Far better for MSFT to port the GUI to X, or even provide a display system which isn't X but which sits on top of the kernel in a similar way with the Win32API built in to it.

There were television broadcasts in the mid to late twenties and the BBC was started around this time.
Television in the USA got started after WWII, around 47-ish (I think) but didn't really take off until the early fifties.
Bonnet (or hood) mounted rear-view mirrors mean that you don't have to take your eyes off the road ahead very much to see behind you. You also don't alter the focus range of your eyes, so you can flick from one to the other quicker than with the more recent door mounted ones.

Katz has got Magneto so wrong. He is *not* some cardboard evil villian. He's a complex and tragic figure defending his vision of a world without persecution. His dream of a world where mutants are free from persecution is similar to Xavier's, differing only in that means to the end. Xavier wants grudging acceptance, Magneto wants control.
Your ISP signs up to DUL and RBL to *reduce* the amount of crap they have to deal with. Also to get a heads up on spammers or open relays they need to ignore as bein irresponsible netizens.
It is *not* censorship, as they are all private organisations who are free to do as they widh with *their* networks.
