It's not like the cell would be 40x more efficient. That would be really spectacular (as well as impossible).
It might be a lot cheaper than current technologies, but possibly harder to retrofit to an existing house.
This is actually old hat. The older PC viruses (in the early nineties) used polymorphic encryption engines. For each copy of the virus a slightly different decryption algorithm was created, that algorithm was the only unencrypted part of the virus the rest was encrypted (with a different key/algorithm each time). Upon execution of the virus the decryption code would get control first decrypt the rest of it and pass control to the actual 'payload'.
Anti-virus writers beat this scheme by running the decryption code in a 'sandbox' emulation and then checking the decrypted virus body for signatures IIRC and I think virus writers stopped using polymorphism after that.
I had the same problems. The server was bombarded with spam and couldn't process its normal mail. I fixed it by installing qpsmtpd http://smtpd.develooper.com/ , a fully programmable Perl smtp daemon that can function as a front end for qmail or postfix.
I needed some fancy logic, because I use mailing lists with dynamic addresses that have to be refused/accepted intelligently. Qpsmtp does that well.
The Chinese government is specifically criticized because of its Tibet occupation. Nobody I know says China is bad. I've been there twice and I love the country, my wife is of Chinese descent. The Chinese government does not equal China.
That and people don't like to be told why their country is bad. Just look at America.

You could use a one-time-pad like device with Crypto-RAID (patent applied for). One disk contains the key and the other contains the cyphertext. One is useless without the other. You'd get in trouble once you start updating files because with a true OTP you should never reuse the key.

He was referring to some discs lost by British governments officials containing financial details of tens of thousands of people. After his recent experience, he apparently now considers this a serous problem. The officials are the ones that should be poked (hyperbole, he's not in Saudi Arabia).

I owned a Palm V briefly, but I never could get used to the stylus text input, so I went with the Nokia Communicator line. I now have a Nokia E90.
Considering the name of the company and the (limited) text on their homepage. Wouldn't it be cool to have a motherboard with built in (ROM) virtualization software like Xen? Isn't that what they're really aiming for?
So you can push a wireless device off its network. We knew that. So you can do all kinds of nasty stuff over wireless if the network doesn't use WPA. We knew that.
I own a 207W, but I haven't learned anything new here. If I used it for anything security related I probably would've used Ethernet with Power Over Ethernet. Now I use WPA, and nobody has taken the trouble to sabotage my wireless network yet...
