    Drop leap seconds from the time stream and put them in the timezones file. Universal time should be an uninterrupted stream of numbered "atomic" seconds: TAI. Thus rather than the silly dance we are about to go through the IERS would simply publish a notice stating the number of seconds to be added to TAI to convert to UTC after the effective date.

    Computers would keep time, record timestamps, etc in TAI as the do now in UTC and would apply the appropriate leapsecond adjustment when they formatted time for display along with time zone and DST adjustments. The timezones file would contain enough information to permit times in the past to be correctly displayed.

    Everyone knows that taking in each other's laundry is the key to economic activity. We need a Federal law making it a crime to do your own laundry and a trillion dollars appropriated for the SBA to sudsidize laundry startups and soon we'll all have jobs.

    What? You don't like folding laundry? Not to worry. The laundry industry will have to be properly regulated, of course: now that the free market has been discredited you'll be able to get one of the hundreds of thousands of Federal jobs inspecting and auditing licensed laundries. There will also be plenty of work policing the black market in home washers and supplies. Excess water consumption and/or too much greywater in your sewage will be grounds for a warrant. Plenty of work for all. Fill up the prisons, too. Boom time!

    Well you can, in a way. A pulse of light will be partially reflected from the broken end and the round-trip time measured. You should also be able to detect the last repeater in each half and so isolate the break to segment between the repeaters. There is also copper wire in the cable to power the repeaters and it should be possible to figure out how far the break in it is from the shore station by several methods.

    IMHO the operators need to give more thought to reliability. They need more space diversity. The cables should be seperated, especially at landings and in shallow areas, and they should be plowed in in shallow areas. This would cost more money, though.

    Less than 600A at 600V three-phase. Routine in heavy industry. Not practical for your garage but a ten-minute charge at a commercial charging station would be feasible.

    There is no such thing as "music theft". It is settled law in the US that copyright infringement is not theft, and calling an infringer a thief can constitute libel.

    Anyone who wants to tap any of these cables will do so on shore after paying a modest bribe. The Mediterranean is a shallow sea with lots of traffic. The cable operators route their cables close together near ports (because that's where they land) and are too cheap to plow them in. Thus it's easy for a dragged anchor to pull up a bunch of them.
