my guess is that cartoons, especially older cartoons have large parts of the frame with the same color which can be compressed more easily. or they will simply stream cartoons at lower bitrates
the 50mb cable wire is identical to the 300mb one. who says comcast is setting the speed you pay for at the client? maybe they are doing it on their edge routers or devices which is why anything inside their network is faster?
if you use VPN and try a speedtest not only is the routing different from the speedtest back to your computer, but you're also going through the VPN provider which will slow the speed down.
so who is going to be dumb enough to buy tickets the day they go on sale? and being that music is a business, musicians want their tickets sold out as fast as possible to reduce the risks of putting on a concert

this is around NYC as well. taking the train into manhattan isn't that big a deal, it's taking the train outside of NYC if you work there that is the problem. a lot of the job parks and malls are miles from the train. and if you don't brown bag lunch then all the lunch places are miles from the job parks so you have to drive to lunch as well
if you want trains in the suburbs you have to build free parking lots as well and price the trains to compete with driving and work with employers to build office buildings close to the station.
while this is true, it's perfectly legal to issue a subpoena or some other court order to collect evidence of a crime or a plan of future criminal activity. that's what a NSL is. and you are not searching anyone's home or property under an NSL, you are searching the records of their public interactions with the rest of society. so unless you search the inside of their car or the data on their cell phone, you don't need a warrant

in NYC you can find a basement to rent in a private home for cash and a lot of times a minimal background check. buy a burner cell phone or use only a home phone and pay cash for everything. but gift cards to shop online or walk to the local store. metro card machines take cash. live life like your parents did.
used to be they were only for governments and large corporations. now the military is buying the same tech as everyone else because it's better than their custom made stuff.
same thing with commercial space. there will be a lot of investment which will drop the costs of launches and it will get ahead of NASA
it's $199 retail. when you buy a new computer the included windows license costs your OEM a lot less. more like $50 or less depending on volume and discounts
