Actually, it's a government building. Government buildings aren't insured. The government owns so many that they can easily be their own insurance company, it averages out.
I'm not sure about this, but aren't there laws against selling equipment below cost? They were usually put in place to prevent asian countries of muscling into the market by selling at a loss, but I'm fairly certain that what microsoft is doing, taking a loss of hundreds of dollars on each console, could be labeled as... hmmm, anti-competative? Microsoft's coffers are so deep, they can keep this up for another hundred years or so....
Hang on, you'd have to cook the stuff to get your lye back as well as pure CO2, wouldn't that require power? Hmmm, lets burn some fossile fuels to get that, we can burn unlimited amounts of fossile fuels now since we can just extract the CO2 from the air again.

I find this a rather oppertunistic approach.
As long as the majority stays keeps watching the ads, (presumably for lack of equipment to screen them) the minority doesn't have to.
It's kinda like the enviromental approach.
If everybody cuts down emissions (Or uses less fuel/electricity whatever) by X% we won't have to.
Hmmm, amount of ads viewed goes down.
Revenue from advertisement goes down.
Consumer cost for receiving programming goes up.
Only stations that provide good content will be subscribed to. (IE good shows, few ads.)
Hmmmm, if we just move it all to digital we can watch what we want when we want it. And maybe... hmmm, micropayments?
I can just see this happen, End of TV as we know it predicted!

Sounds to me like two sheets of black paper and a roll of tape would solve your problem nicely.
