  1. People going to Vegas often are there to put on a display for a show convention, and have a lot of large bags in tow. It wouldn't be unusual even for a single person to have that much.

No jail for anybody. Keep borrowing enough money every 3 days for a new one of these, or about 1 day for this decomission. Increase spending 30% in 2 years, then scream blood-flecked "Murderous draconian cuts!" if someone tries to roll back 5% of that. Charge it to people not yet born.

It's dictatorship. You need the people to be economically free to generate wealth and progress for all. Without having to bend the knee to a hundred local officials, corrupt or otherwise, to do anything, free people can respond to and meet needs amd wants, and do so faster than shortages can become serious or chronic.

But dictatorship, with little chance of economic success, myriad "additional costs", and the omnipresent fear of falling afoul of someone in power, most say to hell with it, and there's the "inescapable poverty".

That's what the famously-shaped towers do. They have nothing to do with the nuclear directly. They cool the water used to cool the system by very low tech: spraying the water out into the open at the top and it cools as it rains all the way down.

They will come up with a solution but it won't be before the summer ends. Maybe a few more loops of cooling, or another tower.
