I don't think you understand. First, these 13 people represent characters that are very important to the core storyline. Second, all of the players of the game will interact with these people in some way. The more real and true the interaction, the more immersive and better the story.
So, to say 13 average players couldn't impact a storyline is probably true. However, to say 13 central character with actors behind them can't impact a storyline when the storyline itself is built around them is a fallacy.

Join this game, invest some REAL time (more then three days) and immerse yourself. MXO is a very solid and fun game.

That way, I can leave this rock and go to another safer rock when yet another big rock is careening towards the current rock at a catastrophic velocity. A set of crayons is limited on color... yes. And again, CoH obviouslt offers a finite set of colors. However, CoH also offers a finite amount of creativity... so to speak. You can't have a hero with 10802709 heads. But, I could draw a hero with 10802709 (if I was so inclined) with those crayons.

In that case you are correct in asking the question "So who is violating the copyright?" With a Bic I can draw whatever is in my brain (feasibly, although not well); an unending and infinite set of possibilities.

I to have logged a few hundred hours in CoH and I agree with you.. hardly ever do you see a comic book rip-off... but the mechanics are there... and they are around.
