Rather than failing to authorize the CC when VPS is down store all the needed information in a table, queue, etc. This allows the user's transaction to complete and it allows you to authorize CCs in a batch process once VPS is back up. Obviously this is not how you should run all the time, just when VPS is down. BTW: I would not ship anything until I successfully authorized and charged the CC.

I know for a fact that we stopped taking orders from and shipping to any country in Eastern Europe. The reason, you ask? Well over 90 percent of the orders from those countries were places with fraudulent a credit card. That made it too expensive to do business there.
I wonder whether Microsoft will develop a specific telephony app using the Live system as a backend... AFAICT the demand is there and this would be a really killer app.
