Yeah, that actually confused the hell out of me when I moved here from Ireland. I'm old enough to remember the transition to metric from Imperial in the 70s, so I figured "Ah, it'll come back to me." But then everything just seemed to be "off". Had no idea there were all these small differences.
Worked in France for a year in 1992, just on the south side of Paris (Wissous). Yeah, Minitel was a rare hit. It actually took off to a certain extent in Ireland too in the early 1990s. A college friend of mine got his start writing games and apps and publishing them as a sideline for the main company that, I guess, licensed Minitel for use in Ireland. Made a mint on it! I hooked an AS/400 up to Minitel (with the assistance of local French "minitel" guys, it required some sort of Gateway to a network called Transpac, as I recall).
Those with an entrepreneurial spirit go where the private money is; Dublin or London. There are numerous startups founded bf French informaticians. They've just started them in more business-friendly countries.
I think you're overplaying the "better by lots of public expenditure" aspect. Yes, public expenditure funds these projects, but "beating" the competition is not necessary. Providing alternatives is; it is one more manifestation of the French foreign policy of encouraging a "multi-polar" world, where there are numerous sources of power, knowledge, legitimacy, etc.
In of itself, not a bad idea; we're all against monopolies, aren't we? I suppose that's no longer popular now that those terrible, terrible people, the French, are involved. After all, they have the temerity to think they can compete with the mighty US? How dare they.
Sorry, touchy subject. Got well sick of being strip-searched going through Heathrow in the late 80s because I was Irish, male, under 30 and single. Apparently I fit all kinds of fucking profiles generated by those assholes.
The modern IRA is nothing but a bunch of power hungry, violent gangsters. I make no distinction between them or their cohorts in Sinn Fein. Please don't hold them up in that nice idealistic light. They're just fucking thugs using politics as an excuse to indulge their blood-lust wankology, as are far too many groups in Northern Ireland.

Growing up as an Irish youngster in the late 70s and 80s it was the same way. I think it was 1979 or 1980 before corporal punishment was completely outlawed in schools. Not a moment too soon. Most teachers were somewhat reasonable in dishing out their violence and at least tried to target it, but too often they lost the rag (due to whatever pressures, personal, professional, I don't care) and I recall two specific instances that qualified as full-on aggravated assault / G.B.H.

As I mentioned, I've never heard of IT workers joining unions in any of those countries. Sure, we were represented on the Betriebsrat (workers council) in Germany, but no unions per se.
