I myself have often wanted to start a website poking a bit of fun at some of those things, but never had the balls to go through with it. One would be When is that pope guy going to die?!?! While it is great to see this, I dont really think it changes anything as to whether or not the UK government is "technologically withdrawn". The UK government is, and always has been fairly primitive in matters such as this, and this is apparent in everything from their rail system to BT to the laws governing broadcast television. I suspect they are just jumping on the bandwagon here without having any understanding of what it really means.

Has anything technologically(sp?) come out of the UK since WWII? Perhaps so, but its difficult to recall.

However, I do have to say that the transformation in the culinary likes of the brits over the recent years is very impressive. The food there is actually quite spicy these days, with hot curry overtaking fish and chips as the national dish and all.. So that in itself is evidence that anything can change. Even in the UK.

WorldCom has not closed down the abuse department. When WorldCom is notified of open relays or infected servers or attacks from within their networks, the clients for those circuits / IP's are contacted and told to repair the problems. If those clients don't respond to the abuse department, and don't correct the problems, they can be disconnected.

Spam accounts for very little of the traffic coming from UUNET, and your 90% statement is just ridiculous.

Yes, but the boss who was refusing to notify the customers was doing so based on the fact that he had no way to know for sure whether or not any theft had actually occured, and I guess I see the point he was trying to make. I mean what if you called the police, and reported that your home security system MAY have been compromised at some point, and although you are unable to confirm it, there is about an 80% chance that something might have been stolen.

So, in the incident described in the article, I can understand the reluctance to report anything. Based on what was described I would lean towards fixing the hole, and hope for the best.

However, clearly if it is clear that numbers had been compromised as in the recent case with Ford Motor Credit, you have to notify the customers.
