But there is no question the true power doesn't rest in the people. We are not a democracy, but rather a republic. The people have a great deal of power, but not directly. The average person is thought to be too simple minded to really vote well. That is the reasoning behind the electoral college. We express our opinions through the popular vote, and then those opinions are reviewed by the person who actually has a vote. They may or may not have to go with the majority depending on the state. Its all part of the checks and balances, we don't give anyone too much power, not even the people.
there is a cell tower in the clock tower of my high school. There are also just 2 classrooms right below the room that contains the equipment. Every once in a while you'll be sitting in class and some guys from the phone company or whatnot will walk through the front of the class and up the stairs to access the equipment.
Ever see one of these boats? They are huge corporate billboards. You could claim the same things about companies spending money to air their commercials during the superbowl.
One design is very interesting. PHRF racing is decent, but just not as good as all people with equal equipment testing their skills agaisnt one another.
However, even in one design fleets, technology still comes into play. For example, a local fleet of boats have started to dry sail, claiming that the non-dry sailed ones are heavier and slower. I know of at least one person who sold their old boat just to be competitive in this fleet.
The people that hold these races know that they need wind. Therefore, they pick spots that have consistant wind patterns. If there is no wind by some chance for one race, no big deal anyways. This is match racing, 1 vs. 1. It won't affect people if they have to wait 1 hour to 1 day for wind to pick up. They can wait; they did spend almost a billion dollars getting to the starting line =)
I've seen this discussed on places like [H]ardForum before, and the general consensus seems to be that its TOO cold. Ceramic on the chips can become extreamly brittle and you have to worry about condensation, which will easily kill your system unless you use some type of non-conductive grease.
but there are already packages for computers that will do this. If your looking at a USB harddrive and the editing software and the ps2, you could probably get a decent computer for just as much money.

Or if you don't want to turn them off just use the almighty DUCT TAPE! =)
