I can see human expeditions and even colonies on some of the moons of the gas giants. If you can build a moonbase you can build a Ganymede base, for instance. All that changes is the delta-v required and the time to get there. Since building a permanent moonbase probably implies constructing or assembling spaceships in orbit, reaching a jovian or saturnian moon is just a matter of "adding more boosters". A 2 or 10 year trip is still well within the possibility of a single human lifespan and a society capable of a permanent moon installation will have also developed the ability for wholly self-contained ecosystems.

Except there's a flaw with that thinking. The enemy is not supposed to come and bite you in your own country/economy. Winning against an opponent who uses asymmetric warfare is not easy - not easy at all.

The problem is that BS seems to be more attractive to people than facts. Facts are boring. People don't want to think, they want a magical explanation to everything. Give them their sky-wizard, or Santa Claus, or dark and complicated "conspiracy theories". Those who want to learn the truth, learn the truth. Not sure I agree that this is anything but a short term "solution". Humans are corruptible creatures and power corrupts. Look at the police forces of certain countries around the world. Like Mexico, where half the police are actually working for the cartels, and the other half are taking bribes to stay quiet about it. Or even the US is starting to see a lot of corruption now, with civil asset forfeiture. A larger group of "guards" just means that eventually you'll have more corrupt people to deal with. The problem is with the humans in the uniform.
