An apt-get equivalent for windows would be a very cool thing, I hope you succeed.
You might want to reconsider the decision not to use MSI as a back-end. I am not familiar with the details of the technology, but some of the supported features are command-line and GUI installs, and administrative network installs. And if you don't already know, Microsoft has released some open-source (!) tools for generating MSI packages: http://wix.sourceforge.net/

MS Word for Windows has an interesting sequence of versions: 1, 2, 6, 95, 97, 2000. The numerological significance of this is left as an exercise for the reader.
It is an interesting coincidence that during the same few years computer chess entered adulthood the best chess player ever born was alive to hold the fort for a while longer. Probably not a coincidence, either.
No coincidence, like, "Kasparov is the chosen one who can win the fight against the machines"?
You may be onto something, considering that he now wears dark glasses and plays in virtual reality.

The internet. See http://en.wikipedia.org/wiki/Internet
It's a wee bit silly.
(Sorry. Feel free to groan.)
CowboyNeal's tounge was clearly stuck in his cheek when he wrote that.
(And just in case: no, I did not mean that literally.)

This is doable. Create a CD-ROM that will automatically:
1. Autorun a program that crashes and reboots Windows.
2. Boot from the CD.
3. Find and wipe out all Windows partitions.
4. Install Debian.
Come to think of it, this should probably be part of the official Debian ISO images.
